The New World Order

In this article, we will give a brief overview of the current structure and society of the New World Order (na lufis Sufetysyn na Onpa), the Globalist (Onpafisas) regime founded in 2044 that rules most of the earth except for the Five Free States (nar suz ikrowéteras sifysyn) and to a lesser degree those areas of weak government control. The New World Order is global in scope, and in spite of its ideological commitment to a single global society, it is incredibly diverse and varied. This article will serve as an introduction and a portal to more detailed discussions to come.
Much of the material to follow comes from the writings of late 21st century British historian of the New World Order, Michael Lancaster. Be aware there are many interpretations available for the facts as we know them, but the aim here is to present a summary, and Lancaster's writings on the NWO are considered to be a kind of gold standard for scholarship in this area.
Etymology
The New World Order (NWO)/na Lufis Sufetysyn na Onpa (LSO)
The English expression 'the New World Order' actually predates the Order's founding as a term for the Globalist movement. Its history is much older, as a popular conspiracy theory about a shadowy cabal secretly ruling the world. It has its origins at least in the 20th century. During the rise of the Globalist movement in the early 21st century, NWO conspiracy theories were raised by opponents in relation to the movement.
The Globalists, taking a lesson from 20th and early-21st century social justice movements to reclaim terms of abuse, embraced the term 'New World Order' proudly and used it to refer to themselves. In the begining, the usage was ironic with the intent to deliberately mock and goad their opponents. As the movement reached fruition and began to control territories, the expression had begun to be used in an unironic way to describe the Globalists' ultimate goal. Upon its founding, the New World Order did not have a single official name, but was called some variation on 'New World Order' in each local administrative language. The name in Common at the time was 'na lufis Onpa Paratysyn' as a straight-forward calque of 'New World Order', as the expression had always been translated.
When Common became the official language in 2045, the official Common terminology to describe the Order itself and many of its institutions was established in law at the same time. At this time, the official Common name for the New World Order changed to 'na Lufis Sufetysyn na Onpa'. This slightly changed emphasis completed the amelioration of the term from an ironically reclaimed term of abuse to something meant completely in earest.
To understand what it evokes for Common speakers, compare to the expression 'na Sifysyn na Myrika', 'the State of America' (consisting of the southeast corner of the former United States). The word 'sifysyn' means something like 'holding' and is the word for 'state', and the word 'sufetysyn' means something like 'order' or 'arrangement'. When used in this fashion it appears parallel to the name for a political division - 'the State of America', 'the New Arrangement of Earth'. To the ears of Common speakers, the 'Lufis' sounds like an honourific or set phrase, like saying 'Great Britain' in English. So to a typical Common-speaking NWO citizen, the name of their polity doesn't sound sinister or conspiratorial at all.
The acronym 'NWO' is commonly used for the New World Order in English. In Common there is also an acronym - 'na LSO'. Borrowing from the convention in English, Common tends to fully capitalise initialisms and to leave out function words like articles. LSO can be used as a head term.
Globalism/Onpafisa
'Globalism' again is a term that well predates the New World Order. Globalism as we know it arose as a reaction to the growing strength of nationalist and tribalist ideologies in the early 21st century, with the intention of preserving and restoring the remembered golden age prior to the Trump administrations in the old United States and the ongoing global collapse of the 2020s. It evolved to believe that the restoration of global order required a true global government capable of bringing individual states to heel, and eventually reached the point of the radical rejection of the validity of national sovereignty.
Modern Globalism is fundamentally capitalist since at least the founding of the NWO, when the anti-capitalist wing of the movement was violently purged. Corporations and their officers were early supporters of the Globalist movement, both covertly and overtly, in fearful reaction to the potential impact of populist ideologies during the period of collapse.
Today, Globalism is the official ideology of the New World Order. Individual states have a lot of latitude to order their own affairs, but one thing that all states must commit to is that only people and organisations commited to Globalist ideology may in any way participate in public life or hold power. Globalism isn't a party, it's a set of ideas and principles, and there are many Globalist parties on earth - in fact, all officially sanctioned political parties are committed to globalism. The intention of Globalism can be summed up in the slogan 'na Ate Onpa, na Ate Atuinysyn, na Ate Jenysyn' - 'One World, One People, One Authority'. A great many details of policy grow out of the desire to make this vision a reality, as well as a great amount of legitimate policy debate within the NWO.
Background
The New World Order exists in a sense to solve yesterday's problems, which it arguably does very well. Like many organisations that have gone before it, it borrows heavily from the examples of the dispensation it swept aside. It functions like a Federal government such as that of the old United States, and also has shades of the former United Nations.
In the early 21st century, the world truly was globalised in a way we would have difficulty comprehending today. It is difficult for modern people to wrap their heads around the fabulous wealth of that society. At the time, ordinary people in wealthy 'First World' countries (former colonisers and a handful of other countries that came up to their level in wealth) had electricity all the time, never gave a second thought to where their next meal would come from, had the entire world on the internet at their fingertips on the phones in their pockets, and air travel to the other side of the planet was within the reasonable means or most people. This is to say nothing of the fabulous wealth they enjoyed in cheap consumer products. The raw materials for these products came from all over the earth, and the simplest product might travel around the earth several times before making it into someone's home. Such was the power of abundant fossil fuels, a favourable global climate, very low levels of global conflict, and decades of effort to encourage global harmonization and global trade.
While this world sounds like a paradise, and in retrospect it was, there were winners and losers, both from the changes that created a globalised world and from the previous eras where the formal colonial empires crumbled while still holding on to all their wealth and power relative to their former colonies. As well, the increased mobility of people led to ethnic, linguistic and racial tensions as a more diverse range of immigrants moved into traditionally more homogeneous societies. To top it off, rapid social change, such as the feminist movement, gender equality and rights for sexual and gender minorities left an increasingly embittered and alienated rump of people who for various reasons, often but not always religious, were unable to adjust. So despite the fabulous wealth of this time, there was also extreme and growing inequality and simmering malcontentment.
The fundmental problem that pre-Collapse globalization created was that capital and production were increasingly global, but goverment authority remained stubbornly national. During the early to mid 20th century, workers in democratic countries like the United States could go 'on strike' (a sort of planned labour stoppage) for things like a living wage, humane hours of work, medical benefits, safety standards and so on, and they had real leverage, through the democratic system and through the fact that the tariff-protected markets of the time and comparatively more expensive oceanic shipping meant that production for local consumer markets generally needed to be local to be competitive on price. Globalization changed that, because if a company found one locale's worker protections to be too onerous, they could always move production to somewhere with lower wages and laxer protections. This caused a long collapse of local production in low-skill, labour-intensive industries in wealthy countries.
If a government wanted to tax a major corporation that did business in their country, the firm could simply domicile in a different country and shop around for the tax rate it liked. Similarly, regulating the activities of these firms was difficult although not impossible. Major countries and blocks like the United States and the old European Union transnational alliance could pass rules that the major corporations were forced to comply with, but smaller and poorer countries simply had no clout and were often hopelessly corrupted by the big players doing business in their territories.
The global financial system, since settling down from the disruptions of the 1970s and early 1980s, had gained a strong reputation for stability. This reputation, as we know today, papered over a deep rot, as the financial system was actually growing ever more unstable. While the Global Financial Collapse of 2025 is usually blamed squarely on the decision of President Donald Trump Jr. to default on the United States national debt, Lancaster makes a persuasive case that the global financial system was already desperately vulnerable at this time, and that the default was merely the trigger for an event that was primed to happen sooner or later anyway.
Lancaster's analysis is that a few global reserve currencies, especially the US dollar, allowed the countries issuing them to print arbitrary amount of money and to issue arbitrarily large amounts of debt. When smaller countries tried the same trick it inevitably led to financial catastrophe, but when the major players did it, nothing bad seemed to happen. These habits of the big players appeared to be consequence-free, until suddenly the whole system collapsed. Scholars have argued about the role of fiat money and government debt endlessly, but the important thing is that the Globalists at the time came to believe that currency controlled by nation states was a major problem that needed fixing.
Despite the generally rosy conditions prevailing pre-Collapse, in addition to the inequality noted above, there were also various 'rogue' and 'failed' states. Their worrisome or offensive behaviours and humanitarian crises led to frequent calls for intervention, but the institution with the recognised right to intervene - the United Nations - was weak and imbalanced in many ways, so major powers, especially the United States, took on the role of 'world policeman' and intervened abroad with an increasingly thin veneer of multilateralism. The legitimacy and purity of motives of these interventions came to be increasingly questionable. Refugees fleeing war and violent situations were a problem even before the collapse began in earnest, but as the collapse progressed, war, civil unrest and banditry became more and more common. The old nation-state system vigorously resisted the flow of populations of people trying to flee violence, yet was unable to contain the violence.
Last but certainly not least, the previous global system created a 'tragedy of the commons' situation over shared resources like the oceans and atmosphere. The greatest of these tragedies is global warming. Back then, global warming was a ticking time bomb with only small but ominous effects on most people's day-to-day lives. At around the same time as the global financial crisis, it started to rapidly accelerate, exploding into a massive, global crisis in food and water security, threating the very existence of many heavily-settled areas, especially on the coasts. Growing regions for crops shifted away from the areas where the populations that depended on them lived, and more chaotic and extreme weather made crop losses a more common occurrence. Glacier- and snowpack-fed rivers dried up just as major aquifers were emtying from overuse. Fisheries collapsed from overfishing, pollution and changing ocean temperatures and acidity. Increasingly violent storms battered coastal communities, and flooding became endemic in low-lying cities.
In other words, the collaspe of the old order and rise of the New World Order started mainly as a political crisis impacted by environmental stresses, and shifted to become an environmental crisis fueling an ongoing political crisis. The old order, lacking a central authority to compel actions that would have combatted the environmental crisis and the political will to tackle it voluntarily was utterly unable to address this completely foreseeable and foreseen calamity, and the old nation-states violently resisted the movement of populations necessary to allow people to move to where food and water were available, or to flee violence.
So this is what we mean by the New World Order solving yesterday's problems:
- By introducing a global tax and regulatory regime, global corporations no longer have anywhere to hide from regulation and taxation.
- By introducing a global currency with tight monetary controls and strict control over the issuance of debt, the Globalists eliminated the factors they saw as instrumental in the Global Financial Collapse
- By drastically reducing national armies and consolidating the only fully-capable armed forces on the planet, they created a world policeman with teeth.
- By creating an authority in charge of all common resources, the NWO has been able to successfully push back against 'tragedy of the commons' issues like overfishing and global warming, and allowed people to freely relocate to where resources to support them were available.
What makes these yesterday's problems?
- Due to the higher cost of transporation energy and general poverty of the modern world, a lot more production is local today than it was in the early 21st century. Global corporations still exist, in fact, they are major stakeholders in the New World Order, and the fact that the NWO makes them play by the same rulebook everywhere may arguably be good, but in fact, the majority of modern economic activity takes place at the local level (although in fairness, often functioning essentially as vassals to global corporations).
- Economists still argue whether the outlawing of most increases to the money supply and strict policies regarding government and private debt and fractional reserve banking have done more harm than good in terms of the slow global economic recovery. However, cryptocurrencies have continued to proliferate underground despite strict penalties for possessing or using such currencies, and less high-tech commodity barter mediums of exchange that are less trackable are popular worldwide amongst the poor and criminal or grey market elements.
- I don't think any British person would argue that the New World Army is a substantial improvement on American global hegemony, given our experience with NWO 'intervention' in our affairs.
- We have to grant that the NWO has actually built up a fairly good environmental track record, if often by fairly heavy-handed means, and generally in ways that advantaged large corporations over local populations. They have genuinely capped gobal warming, most scientists, including British scientists, believe at 3 °C above pre-industrial average global temperature. However, this may be too little, too late. A temperature increase of 2 °C or even lower has been generally been agreed to be the maximum safe increase, and there is still a lot of warming left in the system even with emissions currently close to neutral. An event like the collapse of the Greenland ice sheet, which many scientists believe is possible or even likely in the not too distant future, could still have devastating impacts.
What are today's problems that it doesn't solve?
- Inequality and social stratification - if anything, the NWO exacerbates these problems by building class awareness right into its worldview and being shamelessly elitist.
- Slavery. While in territories firmly under the control of the NWO, it is technically illegal to own humans as property, it is, however, possible to own and trade a very restrictive contract that essentially makes a person into a slave. While this situation is technically not supposed to be heritable, corporations and other slavers have ways of coercing the children of their 'employees' to sign such contracts when they are of age, and making them work as child labourers in the meantime. It is not uncommon for a firm seeking manual labourers to actually kidnap people in less policed regions of the globe and compel them to sign a labour contract. Much of the world's food is grown under intensive manual agriculture by such labourers, as 21st century mechanised agriculture has grown too energy-intensive to sustain. Human trafficking for the purposes of prostitution is also an enormous problem.
- It is not clear that the NWO has adequate plans to deal with the most extreme events that may be triggered by global warming in the future, or even to handle the fact that their capital is in a major earthquake zone.
- Preservation of human heritage. Languages, even major languages, are rapidly disappearing, and cultures with them. Accessibility of much of the world's heritage of art and literature is disappearing, along in many cases with the materials themselves. The NWO elite likes to study the major classical languages like English and Mandarin and fancy themselves cultured and sophisticated, but they are letting a shocking amount of human heritage simply die from a combination of neglect and active efforts to stomp it out in the name of 'na Ate Atuinysyn', 'One People', and the better part of a century of lunatic shifting of populations, often by force.
- Human rights. The only human right the NWO acknowledges is the right to freedom of borderless movement anywhere on earth, and this only because they believe it abets their goal of eroding local and tribal identities. Otherwise, while they have had decent success in looking after basic human needs, the NWO has created a tremendously unjust and corrupt planet.
Social Structure
The NWO sociey is a class-based system, with a nascent vocabulary for talking about class. The NWO has shed all pretenses of egalitarianism and openly talks about class as though the higher classes were inherently superior to the lower orders and their privileges intrinsically justified.
That said, social class in the NWO is not yet frozen in place, although it appears to be headed in that direction. In the modern era, it is difficult but possible to climb the social ladder in the NWO and be accepted into the higher classes, and conversely it is rare but possible to descend to the lower classes, particularly for the middle classes.
The word for social class is 'soxot'. The basic classes are:

Going into this in detail is another whole article, but the thing to understand for now is how the upper class works. What makes a person upper class is holding capital. This can be in the form of shares in a publicly traded corporation, ownership stake in a privately-held company, or land and real estate that give the holder an independent source of wealth that does not require them to work. In order to maintain their children's membership in this class, parents distribute capital to their children when they marry, and people spend their lives building and managing that capital. Members of the class are protective of its membership and will typically not allow someone to lose their capital entirely, unless the person has done something that the community deeply disapproves of. Conversely, being stripped of capital and expelled from the elite is a punishment for serious crimes that meet with elite society's disapproval.
The fact that the elites don't have to work, however, doesn't mean that they don't. In fact, they are expected to hold down jobs. Those jobs are anything considered high prestige in steering society.
For example, most University professors come from this class, or the upper end of the professional class, although the latter will never be involved in the governance of institutions and must toe the line regarding the NWO social order. The early NWO elites observed the role that universities played in radicalising a generation of young people, and resolved that they would never create space for that to happen again. Intellectual inquiry at NWO universities can actually be very free and of very high quality, but great lengths are taken to ensure that everyone permitted to participate is wedded the the NWO system..
The middle and upper management of corporations has a high representation of young elites being trained in management, and the top level management are all elites. Anyone who sits in a legislature or holds a high government office at the State or NWO level, or a top-level officer rank in the New World Army is an elite.
These elites are paid for working, of course - generally quite well, and often in such a way as to make sure capital is spread around the elite class. However, generally none of them need to work. It is a social duty to work and aid in running a society that serves elite interests, and members of the elite class, except for mothers with young children or the elderly, who fail to contribute to running the world are looked down upon.
Essentially, then, the NWO is an oligarchy, with a small ruling elite supported by a larger and also relatively well-off professional class who direct or exploit, depending on your point of view, the lower orders of society who make up the majority of the population.
Another key thing to know about the elite class is that they have instituted deliberate customs to keep their focus global and prevent the reformation of nation-states. As such, a member of the elite would rarely live as an adult in the community in which they were born. It is considered the best form for the children of the elite to be educated in a different state than the one where they grew up, and to find a mate, have children and get a job in that or another state. Sons in particular are expected to settle far away from home. Children inherit their parents' capital but rarely work directly for their parents. Starting out as a manager, for example, a young person might hold stock in a completely different company or portfolio of companies than the one where they work - although based on the way elites are compensated, that changes over time. It is not unheard of for someone to stay in the state where they were born, or to move back, but in that case one would at least be expected to marry into a different state.
Through several generations of this process, the NWO elite is very ethnically mixed. Virtually no one is recognisably of a single race, let alone nationality. The people who were amongst the powerful in the old order are overrepresented, but otherwise, the NWO elite is extremely diverse in this sense. However, all of this moving around has drastically weakened the elite's ties to their local states and ancestral cultures and languages. The elite may be educated in classical languages as part of their fancy education, but they are fundamentally the most Commonised population on the planet.
Government Structure
The New World Order government is heavily influenced by the structure of the United States government, which may seem surprising given the disdain amongst globalists for the United States' constitutional order and the global mess it was perceived as having created. However, the American system had been hugely influential on the governmental structure of many other countries, plus the anti-democratic aspects of the late American state and its tendency to serve powerful interests came to be perceived as a feature, not a bug. The bug was the ability of populists to use the elements of democracy that did exist to undermine elite control.
In particular, the New World Order is heavily inspired by the pre-Collapse global regulatory state.
So, needing an example to ground their global government, the Globalists threw back to a familiar paradigm. There are also elements of a Parliamentary system in the NWO government that would be slightly more familiar to British people, and there are even vague trappings of democracy, although the NWO system is explicitly designed to share power in a functioning oligarchy, not to give power to the people, who are viewed as dull-witted, short-sighted, impulsive and unfit to govern.
We will give the commonly-accepted English names for NWO institutions and positions of authority first, in order to avoid hitting the reader with a bewildering array of Common terminology. These terms were actually used by the NWO to refer to its institutions in English, before the advancement of Common caused it to completely abandon the practice of talking about its organs of power in folk languages. See the table below for the terminology in Common.
At the heart of the NWO system of government is a bicameral legislature, the Global Parliament, consisting of the Senate and the House of Representatives.
The upper house, the Senate, represents the states. Each full state has two Senators, and associate states have one. Each Senator can serve on committees and has one vote on committees. Only Senators from full states have a vote on the open floor of the Senate. The number of votes wielded by a State's senate delegation is calculated to be proportionate to the state's annual levy that it pays to the NWO. States can choose to overpay their levy to gain more votes. Senators must cast all the votes they hold one way on a question or abstain, and may wield dozens or hundreds of votes in the Senate's peculiar system of weighting Senators' influence.
A state that could not afford to pay its assessed levy would have its status reduced to an associate state, which does not get any votes on the open floor of the Senate, but whose single Senator may serve and vote on committees and has the right to speak in the open Senate. Conversely, an associate state that is able to pay an assessed levy for six years in a row would have its status automatically upgraded.
Senators are chosen by their State governments for a six year term. The method of appointing Senators can vary by state, and there are no specific cycles of time that the Senate membership changes - if a Senator dies, retires or resigns during their term, the state would simply appoint a new Senator to a six year term. The membership of the Senate is hence always in flux. Once chosen, a Senator may not be recalled unless they violate their Senate contact, such as by failing to attend enough sessions, or lack of adherence to Globalist principles. Hence, once appointed, Senators are independent from the State that appointed them and can theoretically go against its wishes.
The lower house, the House of Representatives, represents the NWO as a whole. It consists of 751 Representatives who serve for two-year terms. All House terms expire at the same time, so the House operates on a set rhythm. House seats are purchased at auction every two years, and any organization or individual who is a Globalist in good standing may participate in the auction. House seats are often purchased by multinational corporations, the states themselves, and even very wealthy individuals.
House members must sign a contract to adhere to certain ideological and behavioural constraints and to participate in a certain percentage of House sessions, or risk forfeiture of their seat without refund. Any time a seat is vacated for any reason, it remains vacant until the next auction. The House seat, once purchased, must be assigned to an individual and may not be sold, traded or transferred. Like with Senators, House members cannot be dismissed by the owner of the seat, and so have the potential to act independently, at least in theory.
The Senate runs the government. In a nod to Parliamentary systems, the Chancellor and all government ministers are voting members of the Senate who participate in its deliberations.
The Chancellor is the supreme ruler of the NWO, and hence according to the NWO, the supreme ruler of Earth. The current Chancellor is Eve Tanaka, from Cascadia. The Chancellor serves for a four year term - there are no term limits and a Senator can be elected Chancellor an unlimited number of times.
When the position is vacant, any Senator can nominate any other Senator or themselves for the position. Then a vote is taken on the floor of the Senate by a complex ranked choice ballot system to quickly determine the winner - this is based on the state votes allocated to each Senator (states don't actually have to equally apportion their votes between their Senators), not on a one-Senator-one-vote basis, so Senators from associate states can make nominations and actually be Chancellor but get no vote, and wealthy states that pay larger levies heavily dominate this process.
The Senate takes its mission of maintaining the stability and unity of the NWO very seriously, however, and has a strong collegiate tradition of seeking non-polarizing Chancellors who balance state interests.
The Chancellor then nominates a cabinet, which is also comprised of Senators. A motion is made to accept the cabinet en banc - if it passes, the cabinet is confirmed, and if it doesn't, negotiations will take place to either split out nominations for separate debate or to determine a cabinet the Senate can accept.
Finally, the new government must ask for a vote of confidence from the House. A 50%+1 majority is sufficient to enthrone the new Chancellor and her government. The House can pass a vote of non-confidence at any time to topple the government and require the Senate to present a new government for approval, but this requires a two-thirds majority and has never happened. Newly-formed governments have been rejected, however, if some member was seen as threatening to vested interests, which usually results in unofficial negotiations between the Senate and the House and adjustments to the makeup of the government to placate the House. The Senate does not have the ability to topple the government once formed and approved by the House, only the House can topple the government.
The Chancellor and cabinet appoint all senior positions in the government. A few senior positions, such as high-ranking judges and prosecutors, require Senate confirmation.
All legislation originates from the House. The Senate can propose legislation to the House that the House must consider whether to vote on - the government typically introduces legislation it wants by having it sponsored in the Senate and sent to the House in this fashion. Approved legislation is sent to the Senate, where the Senate can confirm it or send it back to the House with proposed amendments. Once approved by the Senate, a bill becomes a law.

Legal System
In terms of the legal system, there is a global bar that litigates NWO law, and state bars that litigate state law. Lawyers can be a member of one or both (the legal system resembles the American system with only one kind of advocate). There is a system of appeals. There is a system of NWO courts that adjudicate civil and criminal NWO law, headed by a Global Supreme Court of eleven justices who serve ten year terms. These justices are appointed by the Chancellor and must be approved by the Senate.
Below them are Regional Supreme Courts, with fifteen members each. Each Region many contain more than one state, and the justices on the Regional court cannot come from any of the states in the Region. These justices are nominated by the ruling council of the global bar and must be approved by the Senate. The ruling council of the global bar also nominates its own membership which must be approved by the Senate.
For all lower court positions, the global bar is responsible for directly appointing judges, who take office immediately, although the appointments are sent to the Senate for mostly routine confirmation after the fact. Removal of a confirmed judge must be for legitimate cause, such as deviance from Globalist ideology, and requires a trial in a higher court to execute. Global Supreme Court judges may be impeached in the Senate, requiring a two-thirds vote to convict and remove from office.
The NWO has a Global Charter, but it is mostly concerned with the rules and procedures of governing the NWO. In terms of rights and higher principles, the Charter only speaks to the sanctity of property and contracts and the right to global freedom of movement, although there are a host of exceptions. It is not completely unknown for the law in the NWO to protect the weak, but effective access to the court system is expensive. Generally, the NWO legal system is designed to maintain equitable and rule-based interactions between the powerful, and as such may genuinely protect the interests of a wealthy individual or small corporation against the depredations of a large corporation or state.
Political Divisions
In our article about the Five Free States, we discussed how the NWO rationalizes and explains those few areas of the earth where its writ does not extend because a sovereign government is able to exclude it. In the rest of the world, NWO territory is devided into States, Associate States, Noncompliant States, Dependencies and Protectorates.
States
States are the highest-level division of the NWO. A State is economically advanced and ordered enough to be capable of self-government and to have a government that effectively controls its territory. A State must be compliant with NWO regulations as confirmed via periodic NWO audit, and must pay an assessed levy, for which it gets votes in the Senate.
As long as the State complies with NWO regulations around Globalist ideology and NWO law, it has tremendous latitude as to how it organizes and governs itself. A few states even have some form of voting and multiparty democracy with change of government, although only Globalist parties can participate for the State to remain compliant, and voting rights are constrained in various ways.
Examples of States are na Kaskétija (Cascadia) in western North America and na Turkije (Turkey) in western Asia.
Associate States
An Associate State meets the requirements above in terms of compliance and control over its territory, but is not able to afford a sufficient levy to be able to buy votes in the Senate. It has relatively little influence over NWO law and policy, but has a voice and some influence in the Senate and the ability to manage its own affairs. An example of an Associate State is na Afalon (eastern Newfoundland).
Noncompliant States
In addition to the Five Free States, an NWO state could theoretically become noncompliant without being a free state as we would understand it. If a state had critical audit observations that were not being adequately addressed, the Ministry of Compliance could sue to have the state declared noncompliant as an extreme sanction. This would involve stripping the state of its Senate representation and appointing a Governor to rule it under a consent decree until the State demonstrated adequate ongoing compliance. As well, a State could be declared noncompliant or be reduced to a Protectorate if it could not adequately control its territory.
In practice, however, the modern NWO has strong incentives for states to maintain compliance, and strong vested interests that would make it extraordinarily difficult to declare any but a weak state noncompliant, and the traditions of civility in the Senate make it unlikely for this to occur no matter what cut-throat politics are at stake. There are no noncompliant states at present other than the Free States.
Protectorates
Protectorates are regions with insufficient structure and order to be self-governing that are ruled directly by an NWO Governor, who may or may not have local governmental structures to oversee. Often these are lawless areas where there is no effective government at all beyond a certain radius from NWO military outposts. An example is the protectorate of na Fylórita (Florida).
Dependencies
Dependencies are like Protectorates, except that a State appoints the governor and rules the region instead of the NWO directly. All Dependencies belong to a State. The NWO recognises the State as the legitimate authority in the region but does not recognise the Dependency as part of the State. This can be handy if the State wants to be able to exploit a particular area but does not want to be held liable for a high degree of effective control over the area for the purposes of compliance.
Dependencies were more common in the past than they are today. The NWO has a mandate to gain control over the world and has increasingly little patience for Dependencies that are not moving towards a degree of control that would mandate full incorporation into a State, or independence - areas under long-term lack of control should be Protectorates. Dependencies were more widely used in the time when States kept more independent military power, and eliminating rival sovereignties was seen as a higher priority by the NWO than actually controlling territory in a normal sense.
A modern example of a Dependency is na Monkol (Mongolia), which is a Dependency of na Huapei (North China).

The Law and Division of Powers
Commentators on the New World Order legal system tend to focus on its corruption and its profound inequality, but it is a fact that the NWO society is one of laws. Enforcement may be lopsided, and those laws may be biased to favour certain interests from inception to execution, but enforced they are. NWO courts are independent, and their rulings are obeyed. Put it simply, the law matters in the NWO. It is a generally respected institution.
We've discussed where global laws come from. But of course, the NWO has many political divisions which can pass laws - the major divisions discussed above, as well as minor divisions within the states.
States have wide latitude to organise their internal divisions and to determine how their state law works. From the point of view of the NWO legal system, all laws passed by state legal subdivisions such as provinces, counties or cities are state laws.
Britons have little experience with the kind of multi-level legal system that one encounters in the NWO. With the exception of the Welsh parliament and its highly circumscribed powers, Britain, of course, is a unitary state with one set of laws and one legal system (although up until the mid 21st century, Scotland actually had an independent legal system). The closest comparison that students of history might be familiar with would be the American or Canadian federations, with distinct separation of powers built in. The closest analogy might be the way that criminal law worked in the United States, where both state governments and the federal government could pass criminal laws and both could separately prosecute crimes almost as though the other didn't exist.
The New World Order is a little different - in fact, the way the NWO manages its layered legal system may be one of its most original and bizarre characteristics. To go into all the details would be a much larger discussion, but essentially, the NWO works under the principle of one applicable law (add an unofficial fourth motto, 'na Ate Hyl', One Law), whether it is the state law (which might require further sorting out, depending on how the state itself is structured) or global law.
When a law is passed at the Global level, it must be declared low or high. This creates three types of applicable laws, state law, and low and high Global law. There are also the state charters and the Global Charter. When a legal action is taken, such as a lawsuit or criminal charges, it must cite applicable law in order to place the action for consideration before the courts. However, once there, which legal layer is applicable will be pivotal in determining the outcome of the case and will exhaust a lot of legal energy.
Basically, if there is any contradiction between the laws, State law trumps Global low law, and Global high law trumps state law. The constitutions, that is, the state charters and the Global Charter, are considered to trump all these layers of legislation. The state charters are supposed to be approved by the Supreme Court and compatible by definition with the Global Charter, but sometimes this compatibility requires interpretation.
The reason for the two levels of global law is that it allows the Global parliament to establish a complete set of laws considered the default that local governments are allowed to supersede for local needs. This is convenient in the Protectorates, because it provides a complete legal framework in areas that may not be functionally competent to produce their own, and allows laws designed to supersede this framework to support local conditions to be enacted in a targeted way. High laws allow the Global Parliament to pass a law that obliterates local law, however, giving the Global Parliament ultimate legal control.
States can empower their subdivisions to pass laws, all of which will be regarded legally as state laws from the point of view of the Global legal system, and you will see many strategies employed, from copying the Global system to using distinct separation of powers.
The only restriction that Global parliament faces on passing high laws to supersede state laws is from the Global Charter and is the mandate that Global laws have to apply equally, everywhere, and cannot be explicitly targeted at one state or another. Obviously, the Global parliament can find ways to pass laws that are ostensibly even-handed but in fact advantage one state or another, but explicitly targeted laws are unconstitutional. This principle of equal application does not apply to the Protectorates - the Global Parliament can issue General Orders to them which are functionally equivalent to high laws but apply only in the territory of a certain Protectorate.
The actual court system consists of both state and Global courts, which may operate under different procedural rules, but they all operate within this framework, interpreting both state and Global law to determine the outcomes of cases. For newly brought cases and appeals, there can be a certain dance over jurisdiction. The Global courts can hear any case but prefer to have state courts hear cases if state law is deemed applicable - they have to take the case if Global law is deemed likely to be the most applicable or multiple states are involved. For criminal cases, police agencies typically try to get the court system run by their jurisdiction to take any particular case. Civil plaintiffs can try their luck with any court with jurisdiction.
Once a Global court agrees to hear a case, the case will stay within the Global system for appeals, even if the judgment ends up hinging on state law. Similarly, once a state court agrees to hear a case, it may rule on it even if the case is subsequently decided to hinge on Global law. This messy, parallel system comes together at the level of the highest courts of appeal, which are all Global.
The New World Army
The military is an extremely important power centre in the NWO. All officer positions are held by members of the elite and professional classes, with the highest military commissions being so expensive that only the elites can afford to buy them. So like all important sectors of society, members of the elite class hold the important jobs in running the military as an institution.
Because of this family connection to the rest of the NWO elite, the military generally does not interfere in civilian politics any more than any other gigantic, highly inflential bureaucracy in the NWO does. That is to say, it interferes quite a lot, but not in a way that would seem abnormal relative to the way the rest of the NWO runs, and the military exhibits no evident signs of posing a threat to civilian rule.
Most NWO states evolved from former sovereign countries, although the borders in most cases are not an exact match, and in some cases are severely changed. As such, the first NWO militaries were state armies. This posed an early existential threat to the stability of the NWO. In this regard, the devastating Middle East War of the late 2040s proved fortuitous for the NWO.
As most of western and southern Asia from Israel to India was reeling from nuclear war, partially irradiated and collapsing in anarchy, the NWO decided to step in, occupy the region, help its friends and pacify and eliminate its enemies. Amidst the devastation this proved a gargantuan task, and the participating NWO militaries developed a common command structure to coordinate their activities. This structure became the New World Army. Eventually the state armies shrunk to lightly-armed security forces and the New World Army grew to the juggernaut we know today.
Today, the New World Army is an immense resource sink, despite the NWO having no enemies except for the much smaller and weaker Free States. This resurrection of the classic military-industrial complex is another way in which the NWO calls back to and copies shadows of the hated American empire it replaced.

Regions
Books could be written about the various regions and states under the control of the NWO. We will provide more detail in future articles, but here we will give an extremely brief introduction and overview.
Western Europe (na Mala Jurop)
The Free State of Britain is part of this region.
Europe in the 19th-21st centuries was the secure and wealthy colossus that stood over the world, even as America grew to become the world's dominant power and even as they gave up their old colonies. The underlying global system ensured that plus ça change, plus c'est la même chose. The wealthy, leading countries of Europe retained their status, it just changed in form. This was also true of the early NWO, where the northern rump of the European Union was a founding member of the NWO.
Modern Europe is quite different. The desert has spread northward, making southern Europe much hotter and dryer than in past centuries, while the southward shift of the Gulf Stream due to the melting of Greenland has simultaneously plunged northern Europe into a deep freeze, making modern Europe a land of constantly shifting climate extremes that even genetically engineered crops struggle to manage.
Of course, in Britain we know this all too well - our climate changed to become comparable to Labrador in North America, which granted is warming and supporting a population that would have been unthinkably high in the past, but for Britain, this was a step down in the island's habitability. Millions starved and millions fled for Europe before the situation stabilised. In Europe, already inundated with refugees, they had the safety valve of being able to send people to Siberia or North America.
Europe is not what it once was and only has a ghost of its former wealth and influence. It does have the saving grace that many of the world's most powerful global corporations do have their roots there.
Western Europe is composed of states in good standing for the most part. It is much more ethnically diverse than a hundred years ago, but because it has ceased to be a desired destination, and because it is under good control and populations have generally not needed to be deported for insurrection, it retains some vestige of its original cultures and languages intact, but severely weakened. Na Tuslan, former Germany, Denmark, Switzerland, Austria and the Netherlands, is the most powerful state.
Eastern Europe and North Asia (na Timu Jurop epis na Hare Axa)
These areas, in contrast to Western Europe, have been comparative winners under climate change, with relatively stable climate that is able to support quasi-consistent food production (despite frequent droughts) with the aid of genetically engineered crops, grown with slave labour. Hence it has seen a massive influx of people from less viable regions, including forcibly transferred populations, exiled there for political reasons.
Russian is in relatively good shape as a lower-class language, but otherwise, most other langauges and cultures in the area are severely threatened by Common. The area is mainly composed of states in good standing, with a few historical Dependencies. The most powerful state is na Rus, Russia, which occupies only a fraction of its classical territories, focused in eastern Europe, but is still immense. The original Russian elite were mainly deported and replaced with a very mixed current elite which is wholly Common-speaking.
Africa (na Afrika)
Africa has fared poorly under climate change, as the Sahara Desert expands and weather elsewhere grows more shifting and chaotic. Introduction of genetically engineered crops has helped. Africa has mainly served as a source of people to transport to other lands, but internal movements of people have made its populations more mixed and diverse, and it has been a popular destination to transport disobedient populations - millions of peope from Texas were transported here, for example.
Africa consists of a mix of Protectorates, especially near the Sahara, Associate States and States. The most powerful state is na Sela Afrika (South Africa).
East and Southeast Asia (na Timu pi Selatimu Axa)
This region managed to avoid being drawn into the Middle East War nuclear conflagation and while hard-hit by climate change, has adapted relatively well. In what is becoming a theme, genetically engineered crops were key in averting disaster. The region has had a lot of emigration, mainly to North America and northern Asia, and is considered to have good NWO compliance, so has not seen much forcible population movement. It appears to on the rise economically after a difficult century, despite ongoing challenges related to global warming. Flooding and storm surges in low-lying cities have resulted in populations moving inland.
This region is much more diverse than it was a hundred years ago, and the elites do speak Common, but it is somewhat more common for elites in this region to maintain lingering ties to their old cultures and languages than in other areas. The area is steadily changing and becoming more globalised with each generation, but it is one of the most conservative remaining on earth.
This region has two Free States - na Sela Coson (South Korea) and na Nippon (Japan). Otherwise it is composed entirely of States and Associate States. The most powerful state is na Huanan, South China, a founding NWO state, and a technology powerhouse today.
West and South Asia (na Mala pi Sela Axa)
Western and southern Asia are the most devastated and ruined regions on earth. The area has been subjected to loss of water supplies as rivers and aquifers dried up, economic devastation from the drying up of oil supplies, takeovers by extremist religious movements that put the extremists of the early 21st century to shame, sharply increased temperatures, coastal flooding of regions that used to be home to millions, and widespread conventional and nuclear war. Well over a billion people died in this region in the mid to late 21st century from war, starvation and disease.
The region contains three full states, na Turkije (Turkey) which is a founding NWO state and despite declining fortunes and emigration is relatively well off today, na Iran, and na Sela Paryt (South India), which is considered to be on the rise today. Na Hare Paryt, North India, was an early NWO ally before the breakout of hostilities in the region, but is not a full state today.
The region also contains the Free State of na Israel (Israel), believed to be ruled by religious fanatics, desperately impoverished and clinging to life behind its double walls, one erected by the NWO and one erected by itself.
The rest of the region was conquered by the NWO by direct application of force or subversion of what remained of local governments in the aftermath of the Middle East War. It consists mainly of a series of Protectorates and relatively young Associate States in various states of rehabilitation. The region was a major source of relocated populations.
Oceania (naz Sinku Atexa epis nar Sela Wekja)
The many tiny islands of the Pacific are mainly ruled by the NWO in Protectorates and the occasional Associate State. This region is refered to in Common as 'naz Sinku Atexa' ('the little islands') and 'nar Sela Wekja' ('the south countries') referring to Polynesia and Australia/New Zealand, respectively.
Australia was a strong early resister of the NWO. It was also an early victim of climate change and the major disruption of internation trade, suffering severe food and water shortages. It never developed nuclear weapons, and the NWO was able to subvert it from within, getting a Globalist government elected which subsequently invited the NWO in and handed over the shop. However, because its declining fortunes have made it a net exporter of people and an undesirable destination for migrants, it has not grown as much in diversity as some areas, and English is still fairly strong there, despite the fact it is much changed over the last century.
New Zealand, on the other hand, saw which way the wind was blowing an voluntarily acceeded to the NWO, gaining favourable terms. As an isolated territory in a world where long-distance travel is much more difficult and expensive than a century ago, it has survived as something of an atavistic throwback. Its lower classes retain much more rights than elsewhere, the vestige of democracy is uncharacteristically functional, more elites stay home when they come of age than is customary elsewhere, and both English and Maori are reputed to be healthy, although Common has a significant inroad.
Australia and New Zealand are both full States, although neither is particularly wealthy or powerful.
Antarctica (na Antartika)
The New World Order claims this entire territory, of course. Britain maintains a claim, but no British person has set foot there in decades. Melting and ice shelf collapse there are proceeding as an ominously fast clip there, based on the best information we can access. However, there are still no self-supporting, permanent settlements that we know of, and the entire continent is a Protectorate.
South America (na Sela Myrika)
The Americas are referred to collectively as 'nar Myrika', with North and South America being referred to as 'na Hare Myrika' and 'na Sela Myrika', respectively. Confusingly, 'na Myrika' is also the name of a State in North America, the lineal descendent of the United States of America, occupying the southeast corner of its former territory. This ambiguity was carried over from English.
South America has been a net loser due to climate change, although some southern regions have actually improved in productivity. Over the decades, as its fortunes waxed and waned, it both imported and exported people. It is composed entirely of full States in good standing, a couple of which like na Arhentína (Argentina), are quite powerful and significant, while others barely cling to full status, especially in areas influenced by Caribbean storms.
South America has a normal, conforming elite that is highly Commonised, but Spanish and Portuguese are both quite healthy in this region. Common is important as a first and second language, but is not making the inroads it is making in places like North America due to influx of people, or Southeast Asia where it acts as a lingua franca to a highly diverse local population. Any notion of aboriginal rights has gone completely out under the NWO, and most aboriginal languages and societies are believed to be extinct, which a few exceptions like Guarani.
North America (na Hare Myrika)
North America has had complex impacts from climate change, with southern areas suffering water shortages, major droughts and severely increased temperatures, and northern areas actually benefitting in many ways from warmer temperatures and longer growing seasons. The north has become significantly more productive and has seen a huge influx of people from the south and from around the world.
North America is significant for being the locus of the old global empire, the United States of America, blamed for tearing apart the world they themselves created, and also as the home of important early NWO states, some of the wealthiest and most powerful modern states, and the NWO capital itself in na Seáttyl, na Kaskétija (Seattle, Cascadia).
It consists of a mix of full states, associate states, protectorates and dependencies, as well as being the home of the Free State of na Kepék (la Republique du Québec), which itself runs the small puppet state of na Akkati (l'Acadie, or Acadia). The four most powerful states are na Kaskétija (Cascadia), na Kanata (Canada), na Xykako (Chicago) and na Nuják (New York), with honourable mention to the smaller but wealthy na Epekwit (Prince Edward Island, which controls territories throughout former Eastern Canada), and the large but poor na Myrika (America, essentially the old southeastern United States minus Texas and Florida) and na Mehiko (Mexico).
It has the Associate State of na Afalon (eastern Newfoundland), and a number of Protectorates in Florida and the Caribbean. Last but not least is na Tehas (Texas), which operates as a Dependency of Cascadia and is to this day scarred by war, with much of its original population deported and replaced.
English is in severe decline throughout North America - it is perhaps healthiest amongst the lower classes in na Myrika. French is very healthy as a sole operating language of na Kepék. Because of the relocation of the Holy See to na Kepék, there is a small but significant Italian presence that na Kepék tolerates. Spanish is relatively healthy amongst the lower classes in na Mehiko and in the Protectorates and Associate States in Central America and the Caribbean.
The NWO has no notion of aboriginal rights, and all North American aboriginal languages in its territory are believed to be extinct except Nahuatl. Na Kepék has a slightly warmer attitude towards indigenous rights, and several indigenous languages are believed to be clinging to life there.
